) The procedures of rent of the state-owned lands are:

I - CLOSE FATES TO BE SET UP AS SMVDA:

1. the concerned farms are the objects of an announcement on newspapers,

2. the list of farms is shown in the Counter of APIA as well as in the office of its regional directions, in the seats of gouvernorats and in the regional commissionerships in the development agricultural,

3. The exercise books of responsibilities are delivered to the candidates on production of the voucher indicated amount in the above-mentioned announcement for the benefit of APIA,

4. deposit of the candidature files by the promoters in due time by the above-mentioned announcement,

5. Evaluation of files on behalf of the national committee of restructuring of the state-owned lands,

6. Proclamation of the results and the procedures for signature of the lease with the ministry of the domains of the state and the land ...

2) Procedures of granting land loan:

1- The agricultural land loan is granted within sight of a request supported by a file comprising the following documents:

• Official certificate testifying that the applicant answers the conditions of obtaining stated above,

• Engagement to carry out an agricultural project on the ground object of the acquisition and not-transfer of this ground during the period of the loan refunding ,

• Commitment to sell concerning the piece object of the land loan application,

• Legal part justifying the quality of co-heir indivisaire of the applicant in the event of acquisition of undivided shares of a farm constituting an economic unit and presentation of a plan of official division in the case of acquisition on the one hand of the exploitation,

• Certificate of property accompanied by a plan by official division in the case of property in the joint possession or a certificate of attribution of an exploited collective ground on a purely private basis or of a certificate by possession with agreement in principle by the governor by the area for the change by possession to the profit by the recipient,

• Indentity card of the purchaser and the salesman photocopies

• Pedological certificate of expertise

3) Stages and procedures for the constitution of a fishing mixed company:

• Partners’ identification

• Agreement between Tunisian and foreign operators for the realisation of a fishing mixed company , identification of the project main lines, the association shape and the participation rate of the foreign part (66 %)

• Demand of authorization of creation of fishing mixed company and import or construction of the identified fishing units ,sent to Sir Minister of the Agriculture and the Hydraulic Resources - declaration of investment with the Agency of promotion of the Agricultural Investments This declaration allows the granting of the fiscal advantages of the Code of Investments Incentives.

• Constitution of the company

• Tunisification of the units; in case of import, formulate a demand of tunisification of the units in question with the National Service of the Merchant navy (Ministry of the transport), knowing that the fishing units have to respect the technical standards as well as the Tunisian conditions in the product hygiene and safety on board.

• Demand of a fishing authorization with the fishing district of the Regional Commissionership of concerned Agricultural Development

• Demand of the financial advantages of the Code with the Agency of Promotion of the Agricultural Investments supported by:
  
  -An assessment of the Technical Center of Mechanical engineering industries and Electric ( CETIME)
  - A technico-economic study of the project
